Riding in Tampa Bay, and what happens after a crash
Tampa Bay is a place where people ride all year. That also means riders and drivers meet at every kind of intersection, driveway and merge. When a driver fails to see a motorcycle, the rider pays for it in injuries that are usually more serious than those in a car crash.
Our Tampa office, at 1600 E 8th Ave, Suite A200, Tampa, FL 33605, meets injured riders by appointment in English or Spanish. The first consultation is free and confidential. General rules for Florida riders are on our statewide motorcycle accident page.
Short answer: a rider hurt by a careless driver may seek compensation for medical costs, lost income and the effect of the injury on daily life. Expect questions about helmets, speed and visibility, and collect evidence before it disappears.
What federal records show for riders here
In the seven counties our Tampa office covers, the Fatality Analysis Reporting System lists 759 fatal crashes involving a motorcycle between 2019–2023. That is about 21% of all 3,582 fatal crashes in those counties. Only crashes where someone died are counted, so these numbers are a floor, not a total.
| County | 2020 population | Fatal crashes | Motorcycle | Judicial circuit |
|---|---|---|---|---|
| Hillsborough County | 1,459,762 | 1,083 | 216 | 13 |
| Pinellas County | 959,107 | 578 | 132 | 6 |
| Pasco County | 561,891 | 479 | 109 | 6 |
| Hernando County | 194,515 | 184 | 49 | 5 |
| Manatee County | 399,710 | 312 | 66 | 12 |
| Sarasota County | 434,006 | 273 | 62 | 12 |
| Polk County | 725,046 | 673 | 125 | 10 |
Crash counts come from NHTSA FARS and include only crashes in which someone died.
Hillsborough County alone accounts for 216 of those motorcycle crashes, and Pinellas County for 132. Pasco County, with a smaller population, has 109.
Where the riding risk concentrates
FARS names the most frequent roads in each county. In Hillsborough they are US 41, I-75, SR 60 and US 301; in Pinellas; US 19, SR 688, SR 60 and I-275; in Pasco; US 19, SR 54, SR 52 and US 301. Those are mostly long arterials with many driveways and signals. A left-turning driver crossing a rider's path at such an intersection is among the most common patterns in rider injury claims.
Where the crash happened, the speed limit and the sight lines are all part of the evidence. If you can return to the spot safely, take photographs from the rider's eye level and the driver's eye level.
Helmets, eye protection and what the other side may say
Florida requires riders and passengers to wear a helmet meeting federal standard FMVSS 218. A rider over 21 may go without one only with an insurance policy providing at least $10,000 in medical benefits for motorcycle crash injuries, and operators must wear approved eye protection (Fla. Stat. § 316.211). If you were not wearing a helmet, you can still have a claim, but expect the argument that a helmet would have reduced a head injury. Read our helmet law guide.
Evidence unique to rider cases
- The helmet, jacket, gloves and boots: do not clean or throw them out.
- The bike, in its post-crash condition, and its event data if any.
- Photographs of the road surface, lane markings and any debris.
- Witness names, especially other riders or drivers who saw the driver's approach.
- Medical records that describe how the injury happened, in your words.
Hospitals and trauma care
Serious rider injuries are usually treated at a designated trauma center. The Florida Department of Health's list (updated July 23, 2026) includes these in the counties we cover:
- Hillsborough County: St. Joseph's Hospital (Level II / Pediatric); Tampa General Hospital (Level I)
- Pinellas County: Johns Hopkins All Children's Hospital (Pediatric); Orlando Health Bayfront Hospital (Level II)
- Pasco County: HCA Florida Bayonet Point Hospital (Level II)
- Manatee County: HCA Florida Blake Hospital (Level II)
- Sarasota County: Sarasota Memorial Hospital (Level II)
- Polk County: Lakeland Regional Health Medical Center (Level I)
Keep your discharge paperwork, imaging reports and bills. Follow your treatment plan; gaps are used against riders more often than most people expect.
Insurance for riders
Florida's PIP system is written around vehicles with four or more wheels, so how benefits work on a motorcycle depends on which policies cover you, including any car policy in your household. Uninsured and underinsured motorist coverage, if you have it, can be critical because many drivers carry little bodily injury coverage. Collect every policy early, and ask a lawyer to read them with you.
Where a lawsuit would be filed
Hillsborough County cases go to the Thirteenth Judicial Circuit; Pinellas and Pasco cases to the Sixth Judicial Circuit; Polk County cases to the Tenth Judicial Circuit. Claims up to $50,000 can be heard in county court; larger ones go to circuit court. The general negligence deadline is two years for incidents after March 24, 2023 (Fla. Stat. § 95.11), and evidence can vanish much sooner.

After a crash: first-day steps for riders
- Get checked, even if adrenaline says you are fine.
- Photograph the scene and your gear before anything is moved, if it is safe.
- Collect witness and driver information.
- Tell the police and your insurer what happened.
- If the other driver's insurer calls, decline a recorded statement until you have advice.
- Keep treating and keep appointments.
Why riders in the Tampa Bay area are often blamed first
Insurers and defense lawyers tend to start from the assumption that a rider was speeding or weaving. In a county like Hillsborough, with 216 recorded fatal motorcycle crashes in the period, that assumption is common enough that it should be expected. The best answer is a precise account: where you were in the lane, what the driver did, and what a camera, a witness or the bike's own damage shows. Write your account down within a day or two, while the details are fresh, and keep it for your lawyer rather than posting it online.

Frequently asked questions
How many motorcycle crashes happen in the Tampa area?
Federal records list 759 fatal motorcycle crashes across the seven counties we cover for 2019–2023. Crashes with injuries but no death are not in that count.
Can I recover if I was not wearing a helmet?
You may still have a claim. The other side may argue a helmet would have reduced your head injury, and the result depends on the facts, the medical evidence and the law.
Is the first consultation free?
Yes. There is no charge for the first meeting, and what you say stays confidential. It can be in English or Spanish.
Which court hears a Tampa-area case?
The circuit or county court where the crash happened, depending on the amount in dispute.
What if the driver says they did not see me?
That is a common statement, and by itself it is not a legal defense. Drivers must look for motorcycles.
